Supposedly all the issues have been fixed with the latest build. I've still to play it so don't know.

As far as I know, MS hasn't banned the transferred licenses.

Only the account that was originally tied to it.

oh so the Chinese account will be banned from live, but i can still play the game through my normal account and xbox and live still intact?

Yep.
As far as I know, there hasn't been any bans related to AC3.
