My friend warned me that the game wouldn't play without the 1.1 update to the game. Try installing a .cia of the 1.1 update from "that iso site".

I installed it right away and am playing no problem, though mine is the US version on a US system so I'm not sure if region is an issue, I've never used Luma's region-free option

I play it on my eu n3ds and it works fine w/o update. Got it on titlekey site (w/ fbi). The update is also here so @op please try it..

Huh but doesn't having Luma instantly enable me to play any games in any region without switching regions?
luma allows but its not an all sweeping defualt theres teh option of Game patching in Configuration (Hold select on boot) if luma sees a particualt text file in a certain directory telling it to emulate teh region it does. but this isnt a default behavior, the Locale switcher just automates it for you (outside enabling the option in Luma Config.)

Basically your console is asking for US English files from the romfs. Obviously, on a EUR game, it's not gonna happen so it crashes. As Dracari has said countless times, use Luma's region emulation setting so your console will look for EUR English files rather than USA English files ;)
Or just download the USA game from freeshop or that chaotic site.

    @Xdqwerty yes, when you are installing Windows on the first steps you are asked for your current location, you MUST to select «international» so no bloatware is installed, because the bloatware is location based. if this night I have some time I will setup a VM and take screenshots.
