Hacking eShop access after region changing on a new N3DS - yes or no?

Ok I tried deleting the NNID on Japan nand and formatting and then reflashing region change nand but now I get error 007-2001 in eshop.

Mines an old 3DS LL so it should work.

On the old (2/3)DS(XL/LL) systems, I think there's a certain order of unlinking the NNID on that handheld's native region (ie, you don't simply delete NNID. It has to be unregistered with Nintendo's server), region change the 3DS firmware, perform Format System Memory, and then create a new NNID on that region changed firmware before touching any of the Nintendo services like eShop and theme shop.

I have no way* to verify if this still applies.

* There is a brand new o2DS in my possession, but it's off limits from CFW experiments.

Ya, I deleted the account and formatted on the Japan backup so I'm not sure what the issue is. Only thing I notice now is it doesn't complain about a different region. Do you think I need to do another format on the USA region firmware?
