Since it's a Nintendo DS ROM Hack, you'll be needing a Flash Card in order to play it on Hardware. Otherwise, just use emulators.

Yes, it'll be likely possible. Wii U Nintendo DS VC has a pretty decent Nintendo DS emulator

In theory, yes. Use NDS2WiiU.

Download the Custom Tracks and replace them in the original MKDS ROM.
