I've gotten that error before, it has something to do with DirectX. Try downloading and install the latest version.

Well, even though I upgraded DirectX seriously last week, it was that... -.-

Had to redownload DirectX.

you have try to search that xinput 1.3.dll download in google it's easy, copy and paste that name appared in your screen inserect in google plus adding with download wrote, and if appared an another -> vcomp 100.dll, if i wrong copy and paste again.
