The correct settings for playing the europe PAL version of this game on a USA NTSC television (Never The Same Color*, as the snes9x author said, hah!) is:
force (deflicker)
ntsc
PAL50 fix enabled.
When the game boots, it detects something isn't right and gives you a choice for 60HZ or 50HZ. Choose 50HZ.
