There is no solution because this is not a problem. You can use Mesa in Citra as an workaround https://discuss.citra-emu.org/d/918-how-to-use-mesa-instead-of-opengl/, but you'll have a very poor perfomance in most games.

That depends on your System Specifications. which you didn't list anywhere, so we can't really tell.
That being said, if your Gfx Card doesn't support OpenGL 3.3, chances are your CPU is also too weak to give you a playable experience either way.

-EDIT- It was too good to be true. There's no up-left, up-right, down-left or down-right movement. Tested it on Zelda Link to the Past.

Cheats does not work an wen i save them, citra stop working
Did not get a chance to check it much last night, but zelda a link to the pass thats a snes game, was thy a 3ds format ?
what gamepad where you using, the xbox360 pads should be ok

Using an X-BOX 360 controller and I meant to say Link Between Worlds. Not Link to the Past.
And I've also tested it on Bravely Default. No diagonals.
It's definitely the controller code and not just me as others are reporting the exact same thing.
