I have a New 3DS XL EUR and my son has a New 3DS EUR. Both on 11.2.0.35 and both with Luma CFW, etc, by following 3ds.guide all the way through.

Both have CIAAngel installed, but when I search for a game by name on my son's, I get lots of results, but on mine, hardly any. For example a search for "Lego" on mine only gives 3 or 4 results, on my son's it gives about 2 full pages of results!

I searched for Lego Marvel's Avengers update on my son's and it was found, and I installed it.

On mine, there are no results for Avengers. However if I get the title ID and key from that key site, and choose "Find by title key/ID" and enter those, it downloads fine

Download the latest encTitleKeys.bin and put it on both sd cards.

I downloaded that file and put it on root of microSD (it didn't exist already) but it didn't help - my 3DS still only finds 5 results when I search "Lego" (and none of them are Lego games). My son's finds loads.

It's not the movies or games downloads that I would worry about, like breaking into networks, downloading encrypted things, spying on network traffic. I have seen so many "Top Secret" seals on files when I was a kid
