Yea it's a bit hard to charge a charged battery
Well usually a device will still give some sort of indication the charger is plugged in.
I tried again with my PSP battery at about 50% and it still didn't charge from the USB charger.

PSP uses 5v DC power source to charge the battery, so the USB also supply 5volts so I dont see why it wont work.
As long as you charge your PSP on PSP's charging port (not the USB port) and pluf it on your USB power source, it will work, Im using a A4tech USB hub that came with a DC adapter, I used that to charge my devices (PSP, DSi, Android Phone, etc. it works)
Voltage is not the only thing that needs to be considered when charging batterys as you need enough Amperage to push those volts in this case a Typical USB port on say a laptop will only push 25% (500mA) of the amp that the real charging cord (2000mA) from the wall would.
The PSP 1000 is the least power efficient of the PSP line up given it was the first as you can accept so it doesn't charge as well as the others on only 500mA
