Can you sign up for Nintendo Network on a computer ?

dont have a Wiiu yet and I'm afraid that all the one word names will be taken when I get one. (just random names that will be rare later)

So can you make a Nintendo Network id on the Nintendo website? tried looking and couldnt find anything
