ROM Hack Can i download 11.3 CFW onto a 11.6.0.39-E system?

Recently I've been getting in-depth to the ROM Hacking yet i haven't done anything to my 2DS because...... Its On 11.6.0.39-E (11.6). I was wondering if anybody knew if you could download lower version CFW and then update it to your current version
