So I completely put my PC together (in the case) and all that stuff, before realizing I didn't recieve the PSU in the mail yet! Is this OK, or do I have to restart from scratch to put the PSU in?

Not exactly- just remove the motherboard, connect the proper cables, and then put it all into place
Same thing happened to me, and it worked!

Do I have to? Or can I just install the PSU and connect its cables later?

Depending on your case and where your PSU is located in your case, you may be able to get the PSU in without moving anything, and then just connecting the power to all the components...
