booting .3ds without flashcart

Ok, I have a simple question, how can you boot a .3ds rom file without a cartridge or flashcart on a cfw 3ds?

You can convert (.3DS) ROM files to (.CIA) using "GodMode9" and then install them onto your modded 3DS with "FBI".

you dont. they need to be .cia files to boot without.

Not possible. *.3ds are decrypted rom which are useable for Emulators like Citra. The 3DS need encrypted *.cia roms to be able to install them. Like already mentioned they can be converted by godemode9 directly on the 3DS.

BTW the last possibility to run *.3ds roms from flashcard was Gateway which was patched around firmware 9.2. For some later firmware up to 10.3 existed a frankenstein update which was a modified firmware, but you were not able to update anymore.
