Which method give you the best picture and compatibility ? PS3 vs Retroarch ?

In terms of picture quality, is there a significant difference between the two methods ?

The best is retroarch with beetlepsx but it only runs on windows osx or linux.
You wont see much difference in the ones you mentioned. There is Youtube videos on the subject but the bottomline I would give you is PS1 has not aged well.
