The dsp has some limited filtering abilities https://github.com/smealum/ctrulib/blob/master/libctru/include/3ds/ndsp/channel.h#L162

Realistically this isn't (or at least shouldn't) be out of the realm of possibility for a 3ds, although someone needs to code it up from scratch. Unfortunately my C skills are rusty as heck, else i'd take a swing at it myself...
Edit: it should be noted that we don't even have proper decoders yet for a bunch of common audio formats, although even the o3ds should have enough cpu power to decode any sort of (stereo) audio that one could throw at it.
