The game is called Gyakusha Unsai Hanri. It was a PC game, but it was quickly banned in Japan for copyright infringement. With it being such an obscure game, combined with the strict anti-pirating laws in Japan, your chance of finding a torrent of it are pretty much zero. You can't get it anymore.

Depending on how much time I have, I'll try to look further into it and see if I can actually dig up a copy (not that I'd post it here, but just to follow up on my initial search for the game and see if I was wrong).
