Would it be possible to make a homebrew that lets us either use one NNID on more than 1 system or play legit eShop games on another 3DS? (If possible, on latest firmware plz!)

You do know there is a thread for requesting homebrew, right?
Also I'm afraid that would be pretty much impossible even with kernel access, as you'd essentially be connecting to Nintendo's servers with the same 'account' on two different consoles with two different serial numbers. Either one would work and the other wouldn't, or neither would connect and you'd be banned.

or we could all just use the same common seed or whatever it's called, and everyone using the same seed would have "legit" cia's to share

Also a little pointless, because the required access also allows for unsigned content
