Not quite. Android already does a lot of the stuff you need jailbreak for on iOS by itself. And popular devices (to be honest, any but the most unpopular devices really) get a lot of custom ROMs with built-in user root access. It's nice, nicer than on iOS.android needs to be "hacked" aswell...

Well, actually both but let's not derail it into Android rant on iOS forum.
Root is a part of Android, regardless of you having access to it or not. What is developed for specific models is a way to inject the proper su binary and a root management system such as SuperSU, Superuser, etc. It IS often injected using an exploit, as much as iOS. It's not something most devices have by default, although some do.
