It's legit. You'll get your $15 back automatically by May 28th. You won't receive any notification or confirmation from Paypal regarding the rebate, but I'll get there eventually.

I used my $15 rebate at Newegg.com towards the purchase of NFS Carbon for the Wii. It came out to some $36.-- which I think is a damn fine deal.
