Hardware Busted PS3 - "system storage cannot be accessed"

I've bought another 60GB PS3. It's not booting to the XMB and only shows a black screen on boot. Safe mode works, displays properly but gives an error with every option along the lines of "cannot access the system storage".

I've tried a hard drive I took out from another PS3 with the same result (although I can't guarantee that ones working either as I haven't tested it).

Any suggestions where to go from here as I'm lost after replacing the hard drive?

OK so just a quick rant about eBay, I bought one PS3 a week or so ago where the seller said it started up for a minute, overheats then shuts down - turns out it's a full on YLOD. This one advertised as having "probably a corrupted hard drive" has had the worst IHS removal job I've ever seen (screws missing/in the wrong place, gobs of new and old thermal paste everywhere, amazed it still turns on) and may or may not have been reflowed during which process I'm guessing the ham fisted idiot broke something to do with the SATA connection.

Ain't that the truth, that'll teach me to trust ebay sellers. Sadly I've already left the second one a positive feedback as it seemed like it was as described when I first got it, nothing seemed amiss.

Anyone got any suggestions to fixing the hard drive issue? I'm almost certain it's been reflowed probably very badly (and probably in order to quickly sell it on ebay) so may not be worth doing anything with.

I have found a guy who will reball and downgrade both boards for £80 (assuming the hard drive fault can be fixed) so I may even go down that route.
