I don't know how you could interpret that as a "no". I said I can't speak for every team member and I haven't really taken a poll for it - so I can't tell you for sure if everyone is on board. I'm sure at least some are - I for one look forward to digging into the files of DGS2 and I'll order it as soon as it's listed on play asia. And yes, I'm sure most of our tools should work with DGS2 as well - we'll see.
I specifically heard that the game has a number of instances of casual racism towards the Japanese characters and I heard in a Did You Know Gaming video that some have speculated that this may have played a part in why the game has yet to leave Japan because Capcom may be concerned that people will get upset at this and accuse the developers of having a problem with the Japanese.
Like I haven't seen the entirety of the game yet but I've heard of and seen instances like apparently one character says all Japanese people look the same, the same or a different character calls Ryuunosuke a yellow devil and accuses him of using oriental black magic, and in a subbed video I saw, Ryuunosuke asks Susato what exactly a closing argument is and Baron Van Zieks shakes his head and says something along the lines of "Asserting a right despite not knowing what it is. How indeed like Japanese people."
Which to be honest seems to me like a bit of a stupid accusation to make seeing as this is a game made by Japanese people. -_-

Why does it have to be one reason? They probably made a list of pros and cons and decided against it.
Pro:
* Make a niche fanbase happy
Con:
* Probably lose money after localization / marketing and maybe licensing (Doyle Estate) costs due to low projected sales (AA and VN in general don't do as well in the west)
* Doyle Estate keeps on claiming they own Sherlock Holmes despite the Copyright being expired for quite a while now. Means legal trouble if they refuse to license Holmes despite him being public domain now
* Either piss off SJW or purists by keeping or removing racism
They looked at the list (that I made up, they may have had other points) and made a decision based on it. So risking losing money, getting bad PR and legal trouble outweigted the fuzzy warm feeling of making their fans happy.
This is my guess, mind you. I don't know CAPCOM's real reasons.
If you want to show them they're wrong, import the game! They know how many copies are sold through play asia & co. - money talks!

Again: low sales projections, legal risk and PR trouble.
As to why they won't outright tell us: ask Koei Tecmo how complete honesty worked out for them when they told fans why Dead or Alive Xtreme 3 won't come to the west. Not that I'd compare DGS to a cheap soft-porn game...
Edit: Oh, and I won't rule out completely that a sleazy rag like Kotaku would rip DGS for its content. The difference between us and CAPCOM here is: we don't care, since we don't sell anything.

They and other publishers could have demanded Nintendo make their console region free or wouldn't support development on it. They could still do it, not that it would matter much at this point. Anyone who really wants region free already has it.

There are whole sites full of pirates. Not that I'm saying I would pirate it or any one else should. I don't think I'm the target demographic.
