What gives you the right to say that? He's trying to help, and maybe he know more than you do.
Coming again to the topic, you probably can with some type of cartriges, but most of them are ROM, so...
he also thought that a website ho offered a sumo double pack, managed to get both games in one retail card. just saying. and yeah maybe XY,Oras like cards use a nand chip, but it got some kind of write protection.

Not only that. In a Nand memory you can also put a limit in write, read, or both. The cartriges may have a very low writes number to avoid exactly this.

AFAIK the only way to do want would be to buy an unflashed bootleg cartridge, like they ones they used to use to inject Pokemon ROMS in the GBA days. Even then though, it's a one and done kind of thing since it's already been said they are Read-Only, as are most commercial media. Also the reason why mod redirection is a thing. I'm curious as to WHY you'd want to do this anyway? Since these "medias" can be decrypted, dumped, edited, rebuilt, installed and played why would someone want to flash them to cartridges just to have a bunch lying around? So yeah I would say your best and probably only option is to find some blank cartridge mediums and flash your ROMs to it, again it can only be done once so I don't see how useful that is unless you can find some RW ones but I'm not sure they exist.

Even if you did though, unless the console can recognize the medium it's not really going to matter. I can burn ISO's of PS3 games all day but they won't play without CFW and only then it's because they can natively read R/W discs.

You two do realize that "ROM" stands for "read-only memory", right? It can't be done. Also, saves are written to a different part of the cartridge that is writable yet volatile.
If you want to be real technical Read Only Memory doesn't techincally exist. More accurately it's WORM, or Write Once Read Many.
And ROM chips can be overwritten depending on the chip used.

But then they need a FPROM or PROM or even a EEPROM (That's probably what Sky3DS is)

AFAIK the NDS flashcards and probably the Sky3ds do use some form of flashable ROM, which moves the game from SD to that ROM chip (hence why on a DS flashcard it "loads", which I believe is just transferring the data to the ROM chip.) Though I've never opened up my flash card to know, mainly because DS carts don't really go back together once taken apart.

to cut it short you won't find any "unwritten" ready made pirate carts out there, there's just no such thing and even if there was they don't have a 3DS slot writer they write the chip seperately before it's installed onto the cart. best you can do if you want a custom cart is buy a pirate cart, open it up, take out the chip and replace it with your own that's electrically pin compatible (or botch a fix on there).

expensive, time consuming, not worth it.

and oh, only raw dumps of retail games will work, you can not put your own content on because encryption.

That's wrong. This would take hours before the game becomes bootable. Specifically sky3ds reads only the game header + save file and copies it to an eeprom when you select a game. This data is approx. 1MB in size and this eeprom is not fast. That's why it takes time to switch the game. The red button sky3ds also checks if the game's title I'd is in its 2nd eeprom stored. If not, it will switch to the next game (10 game limit)

NDS flashcards work differently. Since the firmware of a ds has pretty much no security and the games run directly on hardware anyway they can do whatever they want (read-Write-Access to whole system ram). They just need to fake a real game cards Header ( that's why there are no custom icons anymore because Nintendo patched it with later nds firmware). The load time is there to clear RAM and load the executable of the ROM which gets control over most functions. Some code is still loaded from the flashcard like a fat-driver (it's more a hook but whatever) to remap the I/O-operations onto the sd card and e.g. Cheat code menu etc.

i never said it was 2 in one cart I said it was a combo meaning that its a 2 in one deal. TWO CARTS
