Try to open the level directly... or maybe... it's only for new super mario bros Wii (and not wii u)

Are you using Linux/macOS? I had a similar problem trying to run Reggie! on Ubuntu Linux 14.04 LTS (never fixed it), then attempting to run it on a Windows 7 installation worked like a charm.

For NSMBW: the folder must at least contain 01-01.arc and "Texture" folder.
For NSMB2: the folder must at least contain 1-1.sarc and "Unit" folder.
For NSMBU: the folder must at least contain 1-1.szs OR 1-1.sarc.
