There are two seperate methods at this time to downgrade it. One via a hardmod and the other via dsiwarehax. (It IS hackable, just not as easily as previous versions.)

Just wait at that firmware for a couple of months or find a friend with a fully hacked 3ds.

So a system that can't be hacked is regarded as completely useless, completely disregarding its intended functionality. Okay.
But the only way is hardmod, and it's too complex. I just bought this like a month ago, from BestBuy. Just wanted to install CIA

The hero we need but don't deserve
the guy who made soundhax is working on arm9 kernel for 11.0 and he already got arm11 working on it (the one needed for downgrading or legit cia installation) just wait till he releases them, someday.
It has some use, you can sell it and buy an exploitable system.
