I think what she means is she wants to motivate translators to complete fan translations projects using money as incentive to do so. But if i am wrong then i guess i am.
To be honest the only thing motivating a translator is themself, as they decide what they wanna do and then do it. And if they lose interest then that what happens. I think the aim here is "Donating" money to motivate the tranlator to finish a project of a requested game by incentive of money. So if i missed something sorry. I am sure they will gladly accept donations but will not be motivated by them as they have freedom to choose what they do. There probably more incomplete tranlation projects than completed ones, and there probably games with multiple translations as well by different teams. While i don't really mess with translations except for ones that allow me to play the game, that is only opinion based what gets done. I guess if you really wanna see a game translated, only you can do it. Or you can try getting petition for it and confronting companies to get one. Just like when Xenoblade chronicles and operation rainfall had happen, is up to the individual to do so.
I play most import games without translations very well to the point where i can complete the game and understand how to play. Some like rpg games maybe won't be good but a fighting game or action game is not hard to figure out what to do. Most games that don't require you to read a story could be play normally. or youu can spend hours trying to find your way to next destinations
Anyway is not really gonna motivate anyone except for the people who own the game and you show them how much you want it by having proof like petition signing and supporting the cause.
