When I select a cia from the sd to install, it only gives the options
Delete
Rename
Copy
Paste

I selected filter CIA and nothing shows which is evidence FBI doesn't recognize cias as cias. I keep my cias in a sub folder "CIA".
version 2.3.1 3dsx
on 2ds 9.2U
booted in basic sig patched mode (minipasta)

Check the integrity of your SD card; last time someone reported this issue, it was an SD card problem.

Just rolling back to 2.3.0 fixes the issue.

Reformatting with sdformmatter doesn't.
4GB lexar class4 pack in sdmc.

One thing is quite noticeable: 2.3.1 populates the sd titles extremely quick while 2.3.0 is much slower.

edit: changed sdmc to a 4gb pny - no difference with 2.3.1

That... doesn't really make any sense. 2.3.1 didn't change anything related to file population or whether a file is detected as a CIA or not.
Tested on a 9.2 n3ds a9lh -ok
Tested on another 9.2 2ds a9lh (other 2ds was basic cfw) -fail
9.2 basic cfw old3ds XL -fail
same as above with cia version -ok

I've got a suspicion it's ctrulib's APT changes, but it's just a hunch - probably wrong.
EDIT: I was right. Reversing the apt commit fixed the cia parsing issue somehow.

FBI has been updated to v2.3.2.
  • Remove invalid characters from save export/import paths.
  • Report seed retrieval HTTP error codes.
  • Turn off cameras during QR installation process.
  • Wrap list navigation at top and bottom.

Fair enough; reverted the removal and re-uploaded the release.

I looked into this, and it seems to be a permission issue. I've submitted an issue ticket to svchax to try to resolve the problem.

For some reason i used the fbi to scan the qr code on the first post of this page to install a update, when i did install it, it duplicated the fbi installer and now i have two of them. Was it supposed to do that?

Also when i use one of them to launch a title, i get this error code.

"Failed to launch title.
Result code: 0xC8A0CC04
Level: Status (25)
Summary: Invalid state 95)
Module: Applet (51)
Desc: <unknown> (4)"

Then when i try to exit the app after trying to launch the title, it says "The sd card was removed, please turn the system off by holding the power button"

I bet that you have FBI installed as an injected .app into Health and Safety, don't you?
If you have FBI injected into H&S, whenever FBI you try to update FBI from within the H&S injected one, it will install the newest FBI instead of overwritting the H&S .app.

The only way to avoid that is to do the H&S process again, which means dump the current H&S which has FBI already installed, download the latest FBI CIA and inject that one above the old FBI with Universal Injector.

AFAIK there is no way to make FBI update itself from within H&S.

It would be good if this could install to NAND.
It just seems better and more permanent on your console. The FBI inject is wonky (updating the app seems impossible) and replaces an app, which isn't good if you want a stock system.

And though I had this idea before now, I just now realized how much it'd help: I have a a9lh'd console with no way to inject it to H&S (always get a text color config fatal error, tried using latest tools), so basically, no way to install anything. And since I'm on 11.0 cfw I can't do anything but use a game card to access HBL to install the FBI.cia. If FBI was installed earlier in Plailect's guide to NAND, there's no reason to use the Universal Inject Generator and you could just install it from the HBL version of FBI.
