Ok, I am on the final steps. I believe I am having soem issue with
Section II - Installing arm9loaderhax and
Section IV - Copying RedNAND data to SysNAND

When i am doign section II, when I Launch SafeA9LHInstaller from homebrewlauncher, "Exploiting arm9" never came up but it give me an option to do full install. I did that and conflg luma3ds section but when I try to boot into open Decrypt9 from arm9loaderhax by holding Start on boot, the the just stay black. So i am trying to retract my steps to see what i did wrong.

Are you using the most recent version of Luma3DS? The Decrypt9 payload, as of the last Luma3DS update, requires you to rename your def_Dec9.bin to start_Dec9.bin
