Just wondering, was hoping to make some smdh files and would like to use the official game's icons. Some I've found, some not (eg. virtual console/eShop games). Thank you!
If you're on 9.2 and below you could use decrypt9 to decrypt your .3ds file of the game (or extract a CIA and use the CXI you get with decrypt9), then extract it into the exheader, exefs, and romfs files with ctrtool. The SMDH (icon.bin) is in the exefs, if I remember correctly.
But to give you a shorter answer, no, there is no set of easy tools to do it as far as I know. There'd be a bit of manual work involved. This is assuming you want the "raw" image data, and not simply a screencap.

The closest to "easy" you'll get is like daxtsu said, Decrypt9 (on 3ds) + ctrtool (on PC) + EveryFileExplorer (on PC).
So you'd decrypt the game in some way with Decrypt9, either via xorpads or directly with the rom decryption feature.
Then extract/unpack it with ctrtool, then open the icon.bin (from the extracted/unpacked exefs) in EveryFileExplorer to save the image (png i think?).
Done.

Ah yep, you're out of luck then.
Unless there's specific game icons you want (not just the whole 3ds game library), i may be able to extract them for you (unless it's a massive list

Miiverse sound a good idea,
But vc games and others don't have Miiverse community.
I think it possible through homebrew, because target title selector have access to icons.
