Now we are in the final step. You need to change the Health and Safety app into a CIA installer (FBI) :

While loading rxTools, press/hold the R button to make the menu appear. Choose "Other" and Inject FBI Over H&S App. It will show a TMD version. Take note of that version.

In the rxTools zip file there is a folder named "fbi_injection". Inside the folder are regions of 3DS console. Go to the region of your console while inside it the TMD version. Then copy the two files inside it into your 3DS SD Card.

Then do the "Inject FBI Over H&S App". It should overwrite Health & Safety into FBI.

Now once you load "Health & Safety" in emuNAND it will load FBI instead, which you need to install CIA games. Done.

I didnt know what is H&S App
It is like ”Caution on use”　So I couldnt understand...

By the way can I boot EmuNAND without Network?
And I want to know how to convert .3ds to .cia without gateway

And...I didnt install .cia games with FBI
So Im looking for another cia installer!

3) Use BigBlueMenu. (If you get a database error during the installation, read the fbi faq in the official thread)

Yes, there is no need for network is you setup the mSET exploit correctly. Just go to system settings, and then DS profile to run rxTools.

FBI and other CIA installer just install CIA files. The warning is there, because installing stuff on sysNAND is dangerous and could brick your system. But since you are on emuNAND, there should be no problem.

But if you still want to use another CIA installer, you can use BBM or DevMenu. Just download their CIA files and then use FBI to install them.

Converting 3DS to CIA is another tutorial. Please use the search function of the forums to find conversion tutorials.
