Couple of things people may want to try:
Recompile TBR with new IOS revision numbers, in case Ninty still haven't fixed bugs used by it. I dunno how likely it is to still work, but may as well try.
Also, if you have BootMii/boot2, try using cBoot2 to load WAD Manager and install an older revision of an IOS, to allow HackMii Installer to run. Then port the StartPatch patch to prevent deleting HBC and DVDx, recompile StartPatch and launch it from cBoot2 (if that works. If not, remove the IOS reload), apply the patch. Then install HBC from HackMii Installer (run via Indiana Pwns or Smash Stack, both apparently still work).
Just some ideas, possibly none of which will work.
EDIT: For my first idea, updating TBR, use the following code towards the start of main.c and recompile (I'm not at my usual computer right now, so I can't do it ATM). It shouldbe obvious what to replace:
