Hacking CFW and official Nintendo wallpaper themes for New 3DS?

I would like to know whether CFW allows for official Nintendo wallpaper themes to be installed on a New 3DS?
Can one download official themes?
Or if not, can one still buy them from the Nintendo theme shop?

Yes I do it on my cfw and official themes for free
