You really need to have an emuNAND for Gateway. If you accidentally update sysNAND, you will either be updated to latest stock firmware and lose all hax (old 3DS) or be bricked (new 3DS). I'm not sure why it isn't found in Gateway mode though, that is strange. Are you loading the game the same way (as a cia)?I don't have emuNAND, only sysNAND, but I did what you said, i.e. installed on Luma, loaded the game to check, it worked, switched to GW, loaded the game, no DLC was found.
Does it make a different on emuNAND?

Encrypt the CIA with 0-key or with the encrypt NCCH option in Decrypt9 (GM9 should have such an option too, but I have no idea where it would be)Got a DLC cia that works on Luma but not on Gateway, which I believe has something to do with the packing method.
I wonder how do you repack the cia so it works on Gateway?
