It's just a person who just discovered what emulation is and it's limits. Calm down. With mainly different architecture between 2 consoles (3ds and gamecube) the host console would have to be nearly 10x more powerful than the console being emulated. In a case like the psp and ps1 where they run very similar hardware, it would only need to be roughly 1.5 to 2x more powerful, but these are rough estimates. The gamecube outperforms the 3ds in some fields, say cpu and gpu power, but only by a small margin, and the 3ds still has less ram, making it impossible for any game to run no matter how optimized it is due to lack of resources.
