When I play games on Citra with an unofficial build (specifically Pokémon), the gameplay freezes and the music speeds up to an insane level. Is this normal?
With that game, yes. When Citra locks up, it is no longer rendering any graphics, so the frames rate usually jumps up. If the sound is still being processed at that time, it will speed up as well, to match the new, faster, frame rate.

Is there any fix or is it just an issue/bug? I noticed it varies in terms of when Citra stops rendering graphics. Might have to ditch Pokémon videos lol

There is no fix for the Pokemon games at the moment. All you can do, is wait for a new version to come out at some point that has what those games need. One thing that, as far as I know, will need to be done, is the rewrite of CRO. There maybe more that has to be done as well.

I'm not a developer, so I have no idea what all they have to do to fix those games.

It may be requiered for some games even in the future, since some games relies in somethings from the systen unless the games that requieres get that functions emulated by some way.
Also you only need to dump the Nand one time, after that you can copy your user folder or replace the Citra executables with te newer ones.

Thanks for the information. Since Wii and Wii U have a NUS DOWNLOADER and Wii only have a NUS downloader that came with nand.bin to download. Does 3DS NUS downloader have a nand.bin to download or you will have to have a 3DS to dump the nand.bin file ? Curiosity.

3DNUS let you download System Tiles from Updates and similar avalible in NUS, you can use 3DNUS without a Nand dump but you can download a Nand from NUS (also every Nand is console specific since it have console specific files in it) the only way to get it is by dumping it from your own console or by getting a dumped one from someone console.

Is it possible to create a nand.bin with a tool?
For the wii there are tools like modmii. A "virtual" nand would be great for citra.
This would increase the compatibility even more.

Thanks. One more thing.. I am using MACBOOK.. Where can I find Citra's user folder to store in my macbook? Windows is very easy for me but I don't know where Citra hide the *home folder or user folder in the macbook?

In Linux it is /home/<user>/.local/share/citra-emu/, maybe the other unixes are similar, though I am not sure about .local on MacOS.
