You can't play it properly even on a O3DS with kernel access.

And on 9.3+, you can't even do it, no matter if it's O3DS or N3DS since there's only a CIA version and you can't install CIAs above 9.2.
So just shut up and wait for the thread to be closed

Then suck it up and deal with mediocre emulation. Even if there was on a working PS1 emulator for the 3DS with full kernel access, it would still be awful.
You would save time and stress just going with a better alternative. You can buy a half decent smartphone at Wal*Mart for like 50$ or a PSP used for like 40$.
