Plug it in and try to turn it on after a few minutes. If it doesn't come on, try using a different battery and plugging it in. What's the condition of the battery that was in it?

Charge it?

I tried these 2 methods but still no luck and the battery is fully charged (tested in other o3ds)

Last time I saw something like that, the 3DS was turned on under water for a brief time.
What happened to that 3DS before you lost it inside a closet?
Did you perhaps find it inside a... water... closet?

PS: No, I wasn't able to fix that 3DS.

Well, it's possible it is water damage.
My friend's old 3DS does exactly the same after he decided it was a good idea to keep playing on it under a storm.
Perhaps it can also be WiFi module damage, or I think something related to a damaged flex cable.
I would ask @hundshamer or @gamesquest1, they probably have some experience with this type of problem.

could be a blown fuse, or the rather common "loose LCD ribbon cable" does it make a pop noise when you try to power it on?

so depending on what exactly you mean by "lights dont on", if you mean the screens dont come on, but the charging light etc light up, its probably the LCD cable (plenty of fix guides online), if no lights come on at all, i would check the fuses on it

I'd check the internals and take that battery to a voltmeter. It's possible it has degraded and its output fluctuating enough to blow the 3DSs fuse. If it is, then I'd dispose of the battery.

Nintendo already said that if you don't use the 3DS for exactly 6 months the battery is dead.

He's already posted that he has charged and tested it in another 3DS. It works in that one, though I'd still check it with a voltmeter just in case. So it would stand to reason his first 3DS has an internal issue. Hopefully, it's just one of the fuses.

Lol maybe he threw his 3DS out because it stopped working and 6 months later he found it and forgot why he threw it out. ;)

Actually it wasn't his 3DS, it came along something else he bought, so he doesn't know its previous history.
I suppose either his English is hard to understand and I get it because Spanish is also my mother tongue, or perhaps you don't read.

I don't know where you heard that, but that's bullshit. Even if Nintendo did say that, there's no set time limit for when an unused battery can be considered dead. It's not a ticking time bomb :P
Sure, a battery can be damaged by being unused for too long, if it gets to the point where it's completely depleted. But a battery with charge left on it will take a very long time to reach that point and even then you will probably get away with decreased battery life. If it's far too discharged it would actually be unsafe to try to charge it. A safe charging circuit should refuse to charge it at that point.

yeah he already ruled out the battery being at fault, and while the charging port could be broken he tried the battery in another console so even if that was the case it would still turn on.......either its completely ruined inside, or hopefully just a blown fuse....as he knows nothing about its history for all we know it could have been dropped in a lake and rusted to f**k inside, next step would be opening it up and looking what condition it is inside, and assuming it all looks good check the obvious things like fuses

Well i know the time of use because i returned to his owner (maybe) and we talking about that and finally he say me "if you can repair it, its yours" but he no specify what is the damage.

And yes my mother tounge is spanish
