Thank you for the info yifan, please let us know what you found out, however I think wowfunhappy is saying Nintendo may be making assumptions based on other info received from the 3DS console.
That can't be true. I know how the system transfer process works (I'll do a writeup one day). If you don't make the MoveAccount soap request, your system won't be transferred. Also, secureinfo isn't used for eshop, except for the serial, which isn't even checked.

to sum it up, avoid using public secureinfo files, and it may be for the best if you completely avoid any online access when using a region swapped emunand as your console still gives out unique identifiable info

and the "safest" possible route for performing a permanent region swap would be using 2 consoles that have never ever accessed any online services, hopefully then it will only ever be logged using the donor info rather than magically swapping serial numbers one day

I think so, however if you have to ask, I would wait until a tutorial is posted. I'm not sure if a tutorial will ever be posted because I think there are still issues. Again, I'm not sure, I've been trying to figure this out also.

Hi. I drafted large sections of a very detailed and noob-friendly tutorial more than a week ago (for sysNAND specifically), and was going to post it last weekend. Then my NAND-modded New 3DS got semi-bricked. Quite frankly, I just don't feel comfortable posting instructions that I can't personally run through and test myself. I will try to answer questions but for now, your best bet is to read through the thread. I know it's a lot to read, but there's a lot of good information and tools scattered throughout, and several people have posted actual instructions, although for emuNAND.

But yes, it can be done on sysNAND, and the process is actually a lot simpler, if more dangerous. Generally speaking, you need to do the following: (0) Make a NAND Backup via the Gateway menu, (1) use NTR CFW and Oishikatta's 9.2-U update URL to install the US titles, (2) use SwapConsole.3dsx to install a US SecureInfo file, and (3) use BigRedMenu to uninstall every title that begins with "CTR-P-" or "CTR-J-" in the list on the bottom screen (depending on whether you're console is natively European or Japanese respectively).

Research how to perform all of those individual steps, and make sure to do each one, and you should be good to go. Be aware that the eShop will probably not work. Also, I know that some people will disagree with me on step 3, but I still think it's best to remove all of the old region's titles.

I really do apologize for the lack of a guide—I had intended to make one. It's just that I no longer have a functional system myself :(

I only know what Nintendo told me, not what to make of it. I found it very odd as well.

Edit: to be clear, my system wasn't actually transferred. Nintendo just had a record that it was.

hope u can revive your n3ds n post the guide for us... cheers.

I solved my keyboard issues using a combination of ideas here. Basically deleted EVERY LAST TITLE using BRM, then loaded BBM and installed ALL THE TITLES from the list Gadorach posted excluding 0004001B, 00040130 & 00040138 titles (None of the CIA files started with 0004800F or 00048005).

This emunand was originally on 9.2.0, but it seems it is effectively on 9.0.0U ;) This process will likely have broken something else along the way, but if I had a NAND mod what I would be doing is flashing this to sysnand and doing an official system update to see what works and doesn't work in the end!

Edit: Well while the keyboard issue was certainly solved in the immediate moment, power down the system and surprise emunand can no longer boot xD (I so had that coming)

i have a question before you said that eshop was not related to SecureInfo_A but to CTCert which is hardcoded and why region changed consoles can not access the eshop.
but 3dbrew makes no mention of region on the CTCert page, do you know yet how exactly the CTCert determines eshop region when it doesn't seem to contain any region info?

Something I just learned that may be helpful to people with errors:

When an app crashes, it leaves an entry in an error log in the NAND: rw/sys/native.log. Of particular note is the "PID" line, which lists the title that caused the crash.

I FINALLY got around to doing this, and based on the log, it looks like it's the Japanese Home Menu that's causing the system to crash when pulling up the keyboard! Time to try replacing it with the USA Home Menu.

Code:
[MP] 2015-02-06 19:56
+
PID:0x00040030_00008202
REV:0057534
AID:0xFFFFFFFF_FFFFFFFF
ADR:0x0021FDAC
RSL:0xD8A3FBEA

EDIT: Finally fixed the keyboard problem!

Steps taken:
  1. Followed this great guide on page 14, steps 1-14
  2. Downloaded all the titles from this great list on page 20 (excluding the usual)
  3. Used BBM to install them all! (Obviously the already existing titles were skipped)
  4. Used BRM to delete all Japanese files
  5. Used BBM / 3DNUS to update to 9.5.0U
  6. System Format just to clean up the home menu
  7. ???
  8. PROFIT
So I guess in conclusion, SOMETHING went missing during this whole process, but I have no idea what haha.

Anyone know which step fixes the keyboard problem? I'm sorry that I don't see the step that fixes the keyboard problem. Thanks.

  1. Followed this great guide on page 14, steps 1-14
  2. Downloaded all the titles from this great list on page 20 (excluding the usual)
  3. Used BBM to install them all! (Obviously the already existing titles were skipped)

  5. Used BBM / 3DNUS to update to 9.5.0U
  6. System Format just to clean up the home menu

Anyways the amiibo app seems to crash right as it goes to actually access the NFC device. Tried updating the amiibo app to the version from 9.6, and that solved the crashing but still couldn't read any amiibo.

0004003000009E02 is the title in question for the amiibo settings. The crash log points right to it, but doesn't give me a ton of helpful info haha.

Code:
[MP] 2015-04-07 22:29
+
PID:0x00040030_00009E02
REV:0060014
AID:0xFFFFFFFF_FFFFFFFF
ADR:0x0017EA68
RSL:0xD8E007F7

Edit: Tried installing the NFC module title 0004013020004002 v2053 and after that, amiibo settings would just sit at the loading screen until you shut off the system (It started with 00040130 so yea)

All these issues seem like the types of things that would be solved with an official update. If the 3DS updates work anything like the Wii, it should check for any missing or broken titles. Example: I had deleted every last channel off of my Wii (even the disk channel) and a system update restored everything.

Fantastic! I sent my N3DS in to get hardmodded, I'll give this a shot when I get it back.

For anyone interested, I actually went through and figured out all the version numbers, as closely as possible, with the help of 3DBrew.

I'm going to try making a CSV for the complete package, but here's the list so far. It should help with the basic stuff.

just a heads up for people who missed it,yifan_lu, also ran into the "bricked" nfc problem, it seems to stem from using mis-matched title versions, so be very careful when building your region changed systems, if you run into it it breaks half of your console (permanently?), i would say tread very carefully, even if you have a nand mod installed, do not install system titles for 9.3+ on a 9.2 or lower emunand........you guys have been warned, this process is not 100% safe, do it at your own risk:teach:
I think I ran into the same problem. I was trying to test running 9.6 cardboard on 9.2 n3ds, but 9.6 cardboard depended on o3ds nfc module so I flashed that. Big mistake. Got the same thing as you (certain apps like camera and face raiders don't run since they depend on nfc). So I removed the 4106 o3ds nfc and installed 2053 o3ds nfc. My guess is that it flashed something that made the nfc hw newer/not compatible with my n3ds so the 3ds now always tries to use that o3ds nfc module. However, it doesn't work because I don't have 9.6 kernel or some other version mismatch problem. 2053 works since it's close enough lol. Anyways, I don't expect nfc to ever work on my 3ds again.

Is this the step that fixed the keyboard issue for you? Does updating after a region change essentially fix any titles that may be missing or broken?
I have no idea, because I never test to use it before I updated. However I currently find everything working for my region changed emunand(other than amiibo because I don't have 1 to test)

Well, I managed to build an almost complete CSV that should be good enough for now. I also had to downgrade a few titles due to other versions not being available. eShop was upgraded to 9.3.0, but that's the only exception.

9.0.0-20U:

Save as 9.0.0-20U.csv, or download and extract the attached 9.0.0-20U.csv, and use it with UpdateCDN. 3DNUS will auto-download the latest CSV, so you cannot use it.

Simply use the line: updatecdn.py -USA -nosort 9.0.0-20U.csv

Untested, may or may not work for a full install.

Also, a reminder that you must either compile your own version of make_cdn_cia for windows users, or copy the one from 3DNUS to your UpdateCDN folder for this to build the CIAs correctly.

You will experience plenty of errors while downloading, this is because UpdateCDN is comparing the version you're downloading to the latest version available and generating a miss-match. This makes no difference, and you can safely ignore it.

This is a complete firmware package, with 129 titles. All titles should download, however I don't guarantee anything past that.

EDIT: From a clean 9.2.0-20J EmuNAND, I was able to delete all allowed titles from the EmuNAND with BRM and install all possible titles with BBM. BRM did not list, or uninstall, the services titles, and some misc others. Therefore they could not be overwritten. Whether or not this is a problem, I do not know. Perhaps BRM's author can fix this in a new update.

EDIT2: Upon relaunch of EmuNAND after swapping the SecureInfo_A file, it simply black-screened. I can only assume something is still missing. Either way, that is the complete list of all 9.0.0 titles, as close as possible anyway, for the N3DS. Compared to ~130MB, the complete package is ~200MB. There was definitely a fair number of missing titles.
