If he did actually say that then it has about a 99.9% chance of being true. If anyone were to do it it would most likely be Neimod.

I/O = Input/Output, seems to be a list of global IO streams/sources(?) and how they're layed out relative to each other. This is basic info on feeding data to the processor and getting shit back out of it.

RSA = Stuff dealing with signatures and encryption, and maybe unicorns.

IRQ = Interrupt Request, basic low-level dealings with the processor.
