I'm planning to get a GBA SP and a flash cart, But I recently learned that that GBA flash Carts are emulating GB and GBC games. Is this true?

You would have to run an emulator on your flash cart in order to play GB/GBC games on a flash cart. However, if you find a GB Bridge, you can use F2A (non ultra) flash carts to play GB/GBC games on your GBA SP with no emulation (which is best). GB Bridge is very hard to find unfortunately. I have a GB Bridge and three 256mb F2A carts, which I use to plae GB/GBC games on my GBA SP.

And as GB Bridges and F2A carts are almost impossible to find, go with the previous answer. Use Goomba Color, which does a dang good job of emulating the GB and GBC. Go to FileTrip or the PocketHeaven forums for the latest March 2008 release. The only game I can think of that has any problems is Shantae.
