360 won't connect to the internet/sign into xbox live no matter what

I've tried connecting via wi-fi and ethernet both at my own place and at someone else's. I've reset the router at both places and it won't sign in no matter what. I've also tried formatting the HDD.. I need to get online to just download an update for call of duty world at war so I can get the patch to unlock zombies.

You can’t get online, but can you run a successful internet test from your console? If so, then it is probably a banned console.

I can connect online, just not xbox live. I have a 360 slim console.

Edit: Looks like it's happening to a lot of people.

360 xbox live has been sooooo finicky and will seem as if you have been banned. Sometimes waiting and it will resolve itself, other times I have had to rest my network settings. Other times, downloading your profile. Microsoft isn't exactly top notch when it comes to the 360.
