That's because Nintendo blocked the downloading of 3ds games using USB Helper and other similar apps many years ago. It tells you that in your picture you posted lol.

Something is wrong at your end then as I have instructed about 150 games using Hshop with zero issues.

It’s almost never the CFW and always the file. It looks like a hash issue, make sure you have the right file and try installing it through GM9 instead.
