It's a phrase that people use for something of impressive power, skill or just general fun.
It stems from the Dragon Ball Z Show when Vegeta (a bad guy) and one of his cronies come across Goku (the good guy), and Vegeta's scouter (power scanner) reveals that Goku's power level is... OVER NINE THOUSAND!

I lol'd slightly. I need to get a pic of the church I pass on my way to my apartment. It's the "Lord of Life" church, and they have a banner out front that says "lolchurch.net". I laugh every time I see it. Am I going to hell?
