best chance is probably to contract the guy who sold it to you. If thats not working just contract nintendo supportIs there any other method apart from sending it off Or from 0001 to 9999.

haha, yeah. I bought my Wii U from a pawn shop and it still had the previous user account on it. Had parental controls, too, but that was incredibly easy to crack. Security question asked where [the parent] grew up. I just entered in the city in which I purchased the unit and voila, unlocked. But that punk Christiano still has an account on my console .Now if there was a way to delete user accounts without passwords

Thanks for the reply guys. I've tried that. The problem is I can't select "I've forgotten" on the parental controls because there's still a password protected NNID on the console so I can't get the inquiry number or check the date.
I'm starting to think my only option is to keep guessing. I'm into the 4800s and no luck so far
