Homebrew Trouble installing GBA developing software (gbalvns)

I discovered this GBA visual novel maker that I'd love to give it a try:

However, I'm a total newbie to this stuff. And even if the post says that there isn't any programming skills required to use this tool, I don't even understand how to get it installed on my PC.
I downloaded the files required and installed devkitpro, but I do not really understand how to put all of them together and get the rest installed. I tried using the command prompt and only got error messages...
The explanations provided with all of this just aren't precise enough for me.

Could someone here help me or give me any clearer informations to get this done?

Salut garçon comment ça va? Where did you go to dig up this obscure program? I had never heard of it before now. I hope someone can help you get it working, as it would be nice to have some freeware VN ports on GBA; if I'm not mistaken, I think the only VN port available to date on gba is El-Hazard (converted from Sega Saturn).

I litterally just searched "make visual novel gba" on google and this was the first link 😂
I was also just looking for someone that could potentially understand the pseudo-tutorial better than me. I think that people can understand how to install it even though they never heard of it.

    first of all, being in a relationship with someone who's 18 is technically ok, as long as it started when they were 18, but the age gap is still weird depending on how old you are. besides, the age of consent differs between different states

    so you should have that extra time to mature and think rationally before going to serve in the military or vote
