I would be using Xp for more of capability, but with dual booting with windows 7 would be good for the the more features implemented into the OS

Hm, what won't work on XP? Given the power of modern machines, virtualization (especially hardware-assisted) or emulation would provide a good way to run your old programs without the hassle of restarting. Running XP in a modern VM is a great idea in my book, since you get easy access to all sorts of old stuff without the major security risks.

For an OS over 10 years old, XP still does the job fine. I agree, its out of date, but it is still supported, and still runs well. Advice to treat it like it has the plague is just silly.
I still install Win98 on OLD machines, but that's only because they can't run XP.

Same goes for XP. I install it only if they can't run Win7, otherwise Win7 it is.

For reference, one PC in my house has an E8500 (higher-end Core 2 Duo than the one in your PC) and an AMD 6770, and it's running just fine on the stock 300 watt PSU. So if you wanna just pop in a decent low- to mid-ranged card and leave it at that, you'll save a bit of money. It runs Battlefield 3 on medium at least, at 1080p.

300W? Man, that thing's going to blow up soon :P I mean, I threw out two 500W PSUs just some months ago (my first one lasted 1 year, the second one just one month) because my E8400/GTX260 blew it :/

Now I have a 750W with 4 12V rails :P

No, the GTX 260/270 are a good bit more powerful than the 9800GT... this is from looking at benchmarks, not looking at something like "re-used architecture" and jumping to conclusions.

Not needing any power connectors means it doesn't draw enough power to, which means it doesn't need as much, which points to a weaker GPU.

If you have to upgrade one before the other, upgrade your PSU before the GPU. If the PSU dies it could take other parts in the computer with it, do not risk it.
