Switch dock not getting voltage from good power supply, possible shorted chip?

I have a switch dock that when probing around to see if anything is shorted or getting power, on only one occasion I was able to get 5 volts at a few spots on the board, but that was only one time. I've checked all the bypass caps everywhere on the board, and nothing is shorted. does anyone know what chip on the dock controls the voltage selection from the power supply?
I think the default behavior is that when the switch dock is powered on from the power supply, it should start at 5v and then jump up to 15 volts.
I think one of the m92 chips on here is bad, and not negotiating the 15 volts out from the power supply, and also might be shorting the 5v most of the time.

I have verified that the USB-C port that the power supply plugs into does not have anything broken or shorted pins-wise.

trying to do a google search of what each m92 chip does on the dock doesn't give me any results of what I am looking for, google gives me mostly results for the switch itself, and not for the dock.
