Suggestion about a good handheld to use with roms.

That's not to say that a PSP is "the" go-to place for emulation - it's simply a very low-cost, high-quality solution. There are other devices that will serve you just as well, for example the aforementioned GCW Zero (no PSP emulation though), but most of them are more expensive than used PSP's, hence the recommendation. ;)

for the price, i would go psp. but android is where emulation seems easier to do. setting up a ps1 game is easier on android than trying to find the correct pops settings on the psp. if you dont like the size of the jxd7800's there is a new smaller device they made now. the jxd s5800. its basically a cell phone with the physical buttons like the 7800. I personally use a galaxy note 2 with a phonejoy play (which i love the controller). note 2 has similar specs as the 7800.
