Fandubs are by and large quite rare owing to it being hard to get people that are good at voice acting and with gear to do it.
The baseline is to figure out where the files are and how they are stored. PS1 games having had many of their audio formats explored extensively.

The troubles tend to come when people want to do it for say English versions of a game where the Japanese original had it, or had more extensive VA work and dropped it when leaving Japan -- the PS1 being a compiled console means it is not like older ones where it can be an easy comment out and instead it might not have made the final version. This means some go the other way and backport the script to the Japanese version.
You also have the option to figure out how to improve things -- PS1 VA work will not necessarily be high bitrate, high sample frequency, stereo... otherwise quality work and instead be bare minimum. Sometimes this is for technical reasons but other times it is not. How this gets accomplished varies -- sometimes it might be on par with the restoration, other times it is more a matter of changing the header of whatever format to reflect any changes.
