Retroarch home menu forwarders?

Is there any way to create a home menu forwarder that loads a core and game from RetroArch? The PS1 forwarder is outdated, and the creator refuses to update it.
I don't want to have to install a ROM as a CIA, but rather create a dummy icon that will launch a certain game through RetroArch.​

Also, before anybody asks, yes - I have tried updating it myself using the provided instructions on the PS1 Forwarder github page. It simply does not compile with the newest cores. This is why I was hoping I could use RetroArch itself to launch the games, rather than have to re-construct an old, barely functioning program.
