Homebrew [QUESTION] Couldn't you create something like xai in 3ds?

I have something to wonder about.
Is it hard for 3DS to create systems like "xlink xai" in PSP?
I heard that 3DS has many things to do with home computers and cfw.
I want to enjoy playing 3DS games through Wi-Fi that support only local plays.
(ex, Mario Party, MH3U)

By 2013, the kai team said they did not support 3DS.
Is it difficult to build these systems right now?

I could see this being possible, as we can do custom code and redirect things like romfs access to sd card
